Negative balance of 10$ - what's gonna happen?

I have a negative balance of 17 Brazilian reais (=10$) and a blocked account. With blocked accounts they say the account can't receive money, so I am not going to send any money from another account.
Now I keep receiving emails from them threatening to bring me to courts for 17 R$. I just skipped those emails as the account was anyway blocked, so there was not so much I could do.
It seems that the only way to solve the negative balance with a blocked account, is sending them a cheque. Now, a cheque to be sent abroad from my Country costs 70 $, so I'm not going to pay 70$ to pay for 10$
The reason the balance is negative is as follows.
The account is not in my name... I opened it for a friend of mine that doesn't speak English in order to transfer money to him in Brazil from my computer. I opened it in his name. I connected from the same IP Address and sent the money to that account, now PayPal found it suspicious and blocked both accounts. Then I managed to restore my account, they sent the money back to me form his account, and asked for verification over the other person's account. He sent all the required documentation, but PayPal did not believe it probably so they blocked that of the other person definitely.
The cost of transferring back the money was exactly those 10$ that they are now claiming...
So I'm in a kind of limbo:
- can't unblock the account because the documents were not accepted
- account is not temporarily blocked, is definitevely blocked
- have a negative balance of -10$ that I can't fill out with a paypal transfer
now my questions are...
- What to do? ;-)
- Are they really going to contract an agency to claim 10$ in Brazil?!
- Do they say "with a blocked account you can't receive money" meaning that you can't receive money and get a positive balance, but yet you can receive money to restore your negative balance?
