New PayPal account from Poland

Hi

Is it possible to register stealth PayPal account with receiving limit and withdraw limit removed for IP from Poland (Europe). I do not need ebay, only PayPal required. I have read that Proxies and VPN does not work, so what to do?

Account could be registered anywhere at the world, for me and my customers it does not matter where. I do not need to withdraw money to my bank account as i will always spend all money just using PP.
