faxing documents to paypal

hi i opened new paypal account with ⊗⊗⊗⊗ details they limited my account and asking me to send photo id , credit card statement, bank statement

what can i do about photo id

dont bother at all, they refused to reinstate my 9yr old a/c, ebay and paypal dont care for small people like us, they let powersellers sell ⊗⊗⊗⊗ cause they bring in sales commission for ebay/paypal and banned me for selling my own shoes!
