Limited paypal no refund option

Paypal finally nailed one of my stealth paypal account and limited me with no chance of appeal. I want to refund buyers but there is no option. I had 2 buyers file claim and I want to resolve and send them refund, but they wont let me even though there is more than enough positive balance.

You can do the refund by calling up PP - I have done this before - sux but if the account is dead, whatever.
