Candian Paypal limited.
 

I have added a candian VCC to my paypal but have been limited for the following reason.

Dec 27, 2011: It's been a little while since you used your account. So, we just want to make sure that you authorized some recent transactions.

Are my two options.
My question is, if I bought a USA bank account on here and used it, do you think they will lift the limit on me without having to confirm my phone?

Yes to the bank and no.

You will have to confirm your self by phone along with the bank. All it is, is an automated phone call. (as far as i know). Try out google voice.

The automated call must be going to phone number which coressponds to the address from the public record, or paypal will say that the process failed and will send you a letter with the pin number on it. It's better for you to log in and out from your account from one computer and IP consistently, and then give them a call. If your account does not raise any flags elsewhere, they will say something like "Oh don't worry about the confirming location thing, it's just an automated system. we have noticed that your logins are very consistent, and we'll remove the limit".

What public record are you referring to? I thought it only had to be the same as the AVS VCC on file, I'm wrong?
