I don't get the reason why my appeal was denied ?

I'm using brand new ebay and paypal account, with brand new IP's, phone number, etc.
I've selled on ebay an iPad and have received the money. After i start to withdraw the money, they limited my account. I've send them an ID card, bank statement that proofs my address adn they are 100% original.
Why they don't accept them and how they could linked me ?

It's called 'HIGH RISK'

Selling high value items alone on a new account will get you limited.

Suggest you do some research on the forums before selling again on a new account

Yes you prob got auto-banned due to iPad. How new was the account?

1-2 weeks. fresh. But last 2 time it has worked like charm!

Right but last time does not always guarantee the next. 1-2 weeks is too new. What happened to your other accounts that you were selling the iPad on?

Yes, major mistake is that i began withdrawing too early - 3-4 hours after purchase!
