NEW accout limited with paypal

Hi,
I tried to open a new account. All the information is good except the vcc and vba. They are asking for those details. It is limited right now. They vcc and vba were stealth. I am planing to add the accounts but I have no way of sending the vcc and vba. I do have vcc information as it was a giftcard but dont have any information about vba. Is there any way I can get away with this situation??? I got the following message:

We're sorry, but we cannot restore full access to your account until we
receive additional information. Please provide a copy of each of the
following items:
- Your monthly statement for the credit card ending in XX. The statement
must show your name, address, and account number exactly as they appear in
your PayPal account.

- Your monthly statement for the bank account ending in XX. The statement
must show your name, address, and account number exactly as they appear in
your PayPal account.

What vcc and vba did you use? I know that pp can sniff them out but what kind of activity triggered this?
