Paypal payment sent under review?

My account got limited due to a to problem with a buyer and my account went negative and as a result got my sent payments that were completed on hold and the seller sold me some codes online. His account is negative for the amount I paid him. If he ships the item will the funds be released to him? Its been a week since the under review for that payment.
