i have heard of people suing paypal and winning, but i honestly wouldnt know, i bet someone will be able to help you tho just dont give up

Maybe, depends on a number of things, where you live, why they are holding the funds, what type of funds they are...

I would talk to a lawyer and see if they would open a class action if you are in the US or Canada. You could really hurt them if you win, but you yourself may not win a lot.
