Paypal id verification

My question is.. if they get a photo id, can they verify it against a database? Check if the number is actually existing? Of do/can they not do that?

I am just trying to find out how far they can go in verifying these documents of if it's just a rep that looks at it and raises the limits if it looks good enough. PM me in private if answers are sensitive. :)
