hey im making a new ebay and paypal account.
i know they can track your ip address so i got a new internet connection.
i got mobile hotspot so i will have a new ip address. will this work?
only concern is, do i need a new computer as well? or can i just format my old one and use that.

A new IP is just the start. Formatting your PC is not needed. As rsot mentions, a new windows account on your PC will do the trick.

However, there are several other factors that ebay considers that can potentially link you...such as cookies, web beacons, name, address, etc.

How about a virtual PC on your PC?

Just using different user accounts is a lot simpler and works like a treat.
