my paypal account is limited

Hello my paypal account is limited.
Asked for my ID and utility bill.
I sent it to them and the meeting wrote to me that they have and did use my documents.
My account as I expected it is still limited to 400 euros.
It's been two months and I send them Emily, but I meet with some unrelated autoresponder.
Please can someone give me an email to one of the pipe on which I can write and answer me properly?

I'm from Bulgaria, not exactly. Limited my account with € 400 and requested ID and invoice for electricity. I sent them and meetings unploud of uploaded documents discharged my information accepted and agreed upon.
But still do not let me go and I did not meet what.
I do not speak English well, so I can not call but it's not Email
