i have mark error "

You might have to call in and figure out why. Are you using PP to try to pay for this?

I get this all the time when i called i was told it was becsue my ip address changed and to wait 24 hours.

This has been discussed many times.

It is a soft hold. They are looking at your activity etc.

Did you get money into the account and then try quickly to take it out etc?

Give it a rest for a couple of days and try again.

You are having troubles because your account is not right.

Last time you were mentioning eBay UK.

Tell us what you are doing and what country you are trying to use....

If you try to buy that big cost item, you need to set your account correctly.

Exactly , My paypal is register at UK
i have a holiday at my country ( VIET NAM )

So i use Socks/Proxy for all my transaction use my account Paypal
Sometimes it's not complete without i verified my account paypal as My bank or VCC

Always makes trouble.

It's clear as day according to your screen shot that your paypal is limited. That's why you can't make a purchase!
