He was limited in March 2013, which was over a year ago. Regardless, you need to call Paypal regarding this issue to get the fastest solution.

Um, your flag is now correct. Leave it as Vietnam.

If paypal never told you they do not want to do business, then that is why you might have no funds.

What happened?

I've been seeing you saying this on the forum a lot, but it's not nessesarily true from my experiance with US and Canada Paypal accounts. The 180 days typically start from the day you received the "your account access has been limited" email for all the accounts i've worked with. Even if it do not for whatever reason, calling Paypal after 180 days since limitation will allow you to withdraw the funds immediately, assuming there's no other flags on your account that prevents funds disbursement.

i got email from paypal to day

We have reviewed your PayPal account activity and determined that you are in violation of the PayPal User Agreement and the PayPal Acceptable Use Policy.
Your PayPal account activity and buyer reports indicate the merchandise sold through this account was acquired through illegal means. Specifically, this merchandise was purchased using a credit or debit card that you didn¡¯t have authorization to use. As a result, your account has been permanently limited and this cannot be appealed.
Also, in accordance with PayPal User Agreement any funds in your PayPal account balance that are from the illegal sale of merchandise will not be released to you and will be used to ensure restitution is paid to the victims of your activity.
Although the PayPal User Agreement grants Seller Protection against Claims, Chargebacks, or Reversals for Unauthorized Transactions and Items Not Received, because you used this PayPal account to violate the law, namely the sale of merchandise you obtained illegally, you do not qualify for Seller Protection.
You can view the complete PayPal User Agreement and PayPal Acceptable Use Policy by clicking the ¡°Legal¡± link at the bottom of any PayPal page. You can also find more information in our Help Center.
Sincerely,
Nicholas

It means exactly what it says. You commited credit card fraud and Paypal isn't letting you get away with this. No one can help you further regarding on this matter.

Bolded text makes no sense to me. :pout:

You then go on to answer part of the issue..... assuming there are no other flags is what have been happening to many users whose funds have not been released.

You are appearing to be trying to claim outright release is automatic based on your own accounts. That may apply to you. Others have not been as lucky.

The aim is to let users know what might happen about getting funds released.
There are many sides to paypal limitations.

I am sure we can agree there.
