Can't add bank to PayPal limited account but funds are available

I can't add bank to PayPal limited account but the funds are available. Whenever I go add a bank account it just asks me to login over and over again. I called PayPal and they said it has to do with my cookies but I have wiped my computer clean?

Any ideas? I saw another user post about this issue in the past but anyone have any updates or has anyone had this issue and found a work around?

What's the error when you tried to add the bank?
Have you logged in from a fresh windows account to see if it'll work?
What bank did you want to use?
Have you considered requesting a cheque IF you can cash it?

I had to call and they manually added the bank zero risk the acct is already dead
