If my account got permanently limited, would I be able to refund after 60 days?

Why wouldnt you refund straight away if you couldnt deliver?
They wont wait this long and can open cases past this 60days and do charge backs..

It's only hypothetical. I'm just asking whether it's possible to do a full refund after 60 days when the account is permanently limited. At this case, I'm a buyer, not the seller.
