Paypal Permanently Limited, 2nd Email States 45 Days?

Ok my paypal account was limited due to selling on ioffer.com. In the first email, they stated the usual "180 days to withdrawal, no chance to appeal" message. Then two days later they send me a 2nd email stating that my funds will be held for 45 days with a chance to appeal.

Has anyone else heard of this kind of thing?
