New way of stealing money by paypal
 

beware guys, I just came across something new, had a paypal limited for 180 days and received the email says that the funds are eligible to withdraw, however I could neither add a bank acct nor add an address to withdraw by check. I called them in and asked me to fax ID or UTILITY BILLS, seriously, after 180 days they still asking them. this is very shady and abusive.

If this happens, I will use it at the nearest Footlocker store.

I am not sure if this will happen to ALL the accounts but it will become a possible outcome, they wont allow you to add bank account or address until you fax in IDs and Utility bills, which is hard for stealth accounts.

Some accounts do have this glitch where you need to call in to add the bank account.
It happens on open accounts and limited accounts.

But when they are requesting for Tax ID, that is not a glitch.

I've heard of stories like this in the past, it's not too common though.
