Paypal account limited... Need help

So this issue is very new to me, I've done very little research so I have no idea what to do. So I use my account mainly to purchase things online, in mostly games. However I accidentally logged on Paypal using my VPN and it got limited.

Paypal is now telling me to verify a credit card (I don't have one)
