PayPal asking me to confirm my Credit card and proof of address.
 

Okay so I sold some none risk items in the last 3 days on brand new PayPal, I received around 200 $ total in transaction and became limited this morning.


What they ask :

Proof of address (One of my bills under my PP name and registered address).

- I cant provide it to them so i wonder if i photoshop my gas bills that may work? and if there's any services that can photoshop it for me?


- Confirm credit card - i already verfied my account and added vcc, if i buy new vcc and put it there it will confirm it?

Yes get creative, good they are just asking for utility and no full ID. Perhaps you need an AVS vcc.

$200 though a brand new PayPal is asking for trouble.

Yes they just ask for utillity and credit card, is that means i can re-active my PayPal account?

Oh.. and how can I know if it's AVS or not? I live in Israel so i aint sure if they even have the option to know but would like to hear your ideas

the options you would have are 1. using a credit card/debit card where the address matches the paypal address 2. Using a prepaid card which has the ability to register your address so that you can make it the same as your Paypal address. In the UK we have 3v that does the trick for Paypal UK. Maybe there is an equivalent in Israel. I might have seen them being sold in the for sale section

Oh so that means that i can't just buy regular VCC and put it there, correct?

If I speak to my VCC provider he should know?

Well that's assuming you need the AVS VCC, i think I had this once before, if you try and add a normal vcc and it fails then you know you need avs. Yes you can ask him, hopefully someone else will chime in soon who has had this issue and can confirm

When i go to "Resolve" in confirm credit card thats what i see :

"If your card is issued by an Israeli bank and is not denominated in ILS, please call our Customer Service.

Billing Address
Enter the address where you receive billing statements for this card. In order to confirm your bank card number, the billing address must be the one displayed on your statements."


Is that means it needs AVS or just regular VCC?

One VCC that will automatch for any AVS system is Entropay.

So if i get VCC from Entropay and add it to confirm my "credit card" it will work?

I just added another VCC and it said now :

You have successfully added a credit card. Please note that adding a credit card does not automatically make it your primary card (unless this is your only credit card). For more information about your primary card, go to your Profile."

Is that means it worked or?

it shouldn't have green tick instead of "resolve"? or it should take some time?

Hello everyone,

So 3 days ago i received an e.mail from paypal, they asked me to confirm my credit card and proof of address, i uploaded them both and accepted them.


Now they ask me for Credit Card Statement.

What can I do if it's VCC? Is there anything to do or the account is gone with the money?

It's all resolved, but now they e.mailed me "We need addional information"

and asking for credit card statement and here im not sure what im suppose to do.. it's VCC after all.

oops maybe because the card was not avs, therfore address was not confirmed.

Where did You get that VCC? I have exactly the same problem.

PayPal can see the issuing bank though the BIN.

Success has been had sending screen shots for some VCCs. It can be a bit hit and miss though.

BIN = Bank Identity Number - Its the first 6 or so digits on a card.

Oh but I haven't linked my bank account, or it doesn't matter?

By the way, I have refunded one of the buyers since the account is limited and asked him to buy from my other ebayer, he did and 10 mins later my other PayPal got limited, they ask for same information... is that because I sold to the same buyer or it doesn't matter?

amount was 47$ though on cosmetic product. (nonbrand)

BIN number is on the VCC, nothing to do with a bank account.
