Paypal limits my account when created
 
A quick recap on what's going on ...

A few weeks ago I sold some stuff on ebay, when the cutomer got it he filed a paypal dispute, essentially exploiting their buyer protection. My account was limited pretty quickly after that, then was permanently limited with no way to appeal it. Since then I have been trying to make a new account, each time learning more and more of how paypal links accounts together but I can't figure this out anymore. Paypal is limiting every account I make as soon as its made saying they need to confirm my identity. I have obviously been attempting to make personal accounts as these do not ask for a ss#. I also must add that when I am creating these accounts I am skipping the options of linking a debit card or bank account, I'm choosing the option to link later. Could this be the reason to an automatic limitation? I have created them with a VPN, cleared my cookies, obviously a new name, email and I even used an address that my IP address was associated with through the VPN. I'm stumped ..

I used Hotspot Shield to test with.

*Update* ... now I'm more confused. As I said before, they were all being limited immediately. Ive attempted it about 4 times. 2 times without VPN (as I was just starting to learn how to make a stealth account) and 2 with a VPN all with the same message that they wanted to confirm my identity. I used a number to receive a phone call to confirm on one of the accounts I created WITHOUT a VPN and the limitation was lifted???? Is this only because they have not linked them yet? Would it not be smart to try to use this one as I should expect a limitation very soon? I would hate sell something then get limited immediately.

Its VPN issue for sure. If PP limits account right after creation then its 99% IP issue.
Try to use VPS/dial-up/mobile internet.

I think it's the VPN, or the ip thats getting you linked.

Are you using a free/cheap possibly overused VPN? Very dangerous.

Im not sure what it is but, if its an extension and its free, then thats the problem. Its probably overused, its much better to pay monthly for a good VPN.

Or could I just change my ip and never access any limited accounts after I change it? That or only get on paypal with my phone?

Are you using a new windows user account for each new eb/pp?

Also, ideally you need to confirm the vcc on th pp, then sell on eb.

Also also, it don't hurt to confirm the mobile number associated with the pp.

Keep track of your ip addresses every time.

There are a few basics that need to be done before you can say the VPN is the problem.

Which methods are available to use which I can use for separate accounts, I don't mind buying a service which allows IP usage.

I will give you a tip to using VPN...because I myself use VPN for numerous accounts. Bot only do you need to check your IP address, you need to input your IP address into Google search and see how many hits come up. If you are seeing 500, 800, 1000+ search results then you really shouldnt be trying to use that IP address. If you take a look at what the search results are, you can see where there has been spam/scam and other related things. Also check the blacklists on whatismyipaddress.com and see if that IP was blacklisted anywhere. I will never use an IP that comes up with more than 60-70 hits on Google.
