Upload tracking for the transaction that triggered the limitation. Submit invoices for the item in question. Then upload your ID or other form of identity. Its pretty self explanatory...click "resolve" next to each

actually step 3 can be easier to resolve sometimes since you can do it using phone verification - assuming you have access to the original phone number you registered the account with.
