Paypal account on hold (resolving chargeback)

My PayPal account has got negative balance due to scammer payment. Resolving takes same time but I need to run my business.
I'm only buying stuff from eBay. Can I make new eBay and PayPal Stealth account and use the same shipping address?
Or can eBay ban my main account for that?

No - the SAME shipping address would be an easy way to link and cause you problems.
