It is unfortunate that the OP is having this problem, I am sure he is just an entrepreneur who wants to make some money. Right now, there is too much tension between Iran and the US for him to simply open a bank account in the USA as well as use a USA IP address.
It probably COULD be done, but he could also be risking his life by doing so. The Iranian government may not like it for him to have a bank account in the US as well as a US IP address.
I would think (and this is just my opinion, I am not a political expert) he would be better off looking into getting a PayPal account in a different country where PayPal is doing business that has friendlier relations with Iran, one that will not draw the suspicions of the US, or get him in trouble with the Iranian government. eBay and PayPal are available in many, many countries.
I would also add that the OP should not despair, these things change and relations between the US and Iran will not ALWAYS be as tense as they are right now. Many countries that have issues with each other eventually become friendly again. The US and Japan were once at war and now they are considered our allies. Iran was ALSO considered an ally at one time. Nothing is permanent when it comes to politics.
The OP should look for a country that has eBay and PayPal and where Iranian citizens can open a bank account. Once on eBay, they should be able to sell internationally.
