"Soft" limitation on Paypal account?

So, Paypal is not allowing me to send payments or make online purchases; something that I'm sure many people are familiar with. I know that waiting 24-48 hours and trying the purchase again usually works, but when it doesn't, is it OKAY to call Paypal about this issue? Will/can they do anything about it?
