Are perma limitations manually set or placed by system?
 

So here's my problem. I created a stealth paypal and added to paypal my cash cards to get rolling. I send a payment above $200 and another smaller one. I wanted to pay another client but paypals internal security prevented it and so i figured that i would wait a bit. I come back later to find perma limitation. I know there may have been some mistakes from my end that resulted in this but my question is, is this placed by system or staff? If by system than i can easily find how to override.

Just curious though.

I would call them and answer whatever questions they have and see if you can clear it up in a minute or two. You can maybe figure out what the issue was at the same time.

Sounds like a bot limitation that is permanent and has no appeal.
Ebay employs the same techniques as well.
