new acct opened ..ebay and PayPal
 

New eBay /pp acct opened on different IP. Bank acct linked . all in someone's genuine details.

Question is:

Can I now use my data sim and with another IP go into eBay and link it to the pp acct and will this be OK as it is ?

Do I need to do this under a new user acct too even though IP will be different and if so , how can I make another user acct on android phone ?

The question is not too clear.. Do you mean to ask if you can login to EBay / PP from different IP than you used to create account?

Yes that's what I mean. Is it ok to do and how important is it for it to be another user acct or can I be sure it will be fine so long as IP is different.

It is EXTREMELY important to be on a separate and new user account otherwise the cookies and flash objects on your device will instantly link you to any previous account used on that device.
I suggest you read up on the basics. Get the stealth guide and read it through. It would be a shame to lose an account for basic mistakes before ever getting a chance to use it.
