Hi everybody. I sold an item on ebay which was very high priced. The item got sold for nearly 2000 USD and the buyer was from canada. After that i shipped my buyer the correct item and provided him with the tracking number . The item was delivered. Immediately my buyer reported saying that "Item Not as described" in paypal. That put my account limitation up and in negative balance. I was shocked to see my buyer doing this. Then in paypal there was lots of talks goin on b/w us . Then the buyer escalated the claim to paypal saying that he had received the wrong item.
Paypal informed me that they are investigating this case and will get back to me with solution. After few days i got an reply saying "We have asked buyer to return the item to you, and provide us with tracking number". Immediately the buyer sends the tracking number to paypal and paypal inturn sent me that.
But the funny thing is the tracking didnt show up complete information of the delivery. So after waiting for nearly 25 days, i got an email from paypal saying that "We have concluded the investigation for this dispute. Since the tracking number didnt show the delivery confirmation, we have closed this dispute and no refund is due"
Now my question, will the paypal again open the case. Its been almost 90 days now since this transaction took place.
This is the only one transaction which i have done on my paypal account.
I have used ⊗⊗⊗⊗ name, ⊗⊗⊗⊗ address and VCC on my paypal account. will that be ok? By the way, its my india paypal account.

A buyer can only file 1 dispute/claim per item.
After they lose they usually go away but sometimes they can appeal the decision.

I've had buyer first file a Not Recived, then he/she recived the item and filed a snad

I had a problem with a buyer once, he filed a complaint for "Item not as described" due to an error, so I shipped the replacement immediately. He then escalated and Paypal asked the buyer to return the item. Turns out he never actually returned anything, and he got his money back.... called paypal days later and his account was suspended. Just another scammer in the job. I should have known better for unconfirmed address buyer.

They can change the complaint, but not once they escalate it to a claim. At least that is what their webpage says.
