Maybe I've missed something....
 

I have an aged, verified account with no 21 day hold into which I received a gift transfer from another PP account. Logging in with fresh browser cookies, and from VPN in country of PP account location. Instead of withdrawing to bank account I was going to buy an item which allows me to indirectly cash out. However, When I bought the item PP blocked it and limited my account. They gave me 3 items to unlock account. New password, new security questions, confirm CC. Ok, did password and security fine, but now PP won't accept an updated CC (Entropay) I'm not quite sure what is going on it just keeps giving an error message of "Your account is limited. Please check your Account Overview page for messages about resolving this problem." - which updating CC info is the only piece left to confirm. Any ideas to cure? Any light on what I did wrong? Thank you.

It's a security limitation as they believe your account might have been hacked. The fresh browser would probably have caused this or perhaps the VPN dropped.

Paypal like to see cookies. When they aren't there, problems can arise when you try to complete transactions or change account info.

Yeah now that you say that I think I remember that in the stealth book about having proper cookies instead of zero cookies. I know the VPN didn't drop because I have auto-block on my VPN program if it drops.

This is one other bit of info which maybe is pertinent: When I bought the stealth PP account there was an expired CC attached. Not sure if that makes a difference.

Any possible solutions? It's like an endless wheel. Won't let me enter new CC but then tells me I need to verify CC to lift limitations. Repeat, repeat.

If it was a fresh user account then this definitely caused the problem.

Use something like Vanilla Visa.

Entropay tends not to work for these types of limitation because they require AVS.

Another small tip: If you aren't actually residing in the US, change your flag profile to where you actually are. It will help members on here to give you more relevant advice.

I do live in the US. I am on the VPN right now. I basically always use VPN.

How do you get cookies on a new browser with paypal with new account without logging in?

I think what he was saying indirectly was that I need to have some cookie/browser activity on PP before trying to buy something. i.e., log in multiple times and days same IP and click on settings, summary, etc etc to somewhat build a "history" of activity in that browser and keep its cookies.

Free VPN? Public accessible? If so - dangerous.

No no, paid. Although it is not a dedicated IP and I was actually planning on switching to 24vc at the end of the month when my subscription expires with my current VPN

Yeah that's whats causing you issues right there, using shared ips is not a good idea at all, might work for a while but eventually it'll cause you problems

go and ring paypal and talk to limitation department and tell them so they will give you excess to add the card and verify the card

Your best best is to give them a call and I am sure they will be able to assist you

I tried entropay and it didn't work for me. I think you can buy something on here to help you

Yes you need an AVS card and should be fine
