paypal purchase

hi i'm having trouble purchasing items thru ebay as well as thru paypal,i have funds in my paypal account to make purchases but thru ebay its giving me a error message when i try to complete transaction its saying "were not able to complete this purchase at this time,the same goes for if i purchase something thru a paypal invoice can anyone give me insight to this issue

The issue would appear to originate with PayPal. Does the PayPal account have a verified card, bank account and mobile phone?

hi the stealth account is bank verified,cc verified, phone number is attached but not verified to the account jeff
