Default Unable to Make Purchases with a new Paypal account

-- Paypal account opened 2 weeks, Bank and Credit Card both verified.
-- Only thing is that I made a payment for a Computer System for $1500 on a credit card one week ago. After that the payments from ebay stopped working.


-- When i call into Paypal, they tell me its only a temporary thing and that I should clear my cookies and try again in 15 mins.

-- When i try in 15 mins, IT is still blocked. I called in three times, same response.

Am I permanently Blocked ?


The exact message I get is this : "were unable to process your payment thru paypal at this time, please try again later"

?

They may refuse payments if your acc is young. But if your seller will issue you an invoice, you will be able to pay.

Try after 48 hours. It happens to me in all new accounts and resolved after 48 to 72 hours.
