I Have A PayPal Question

I have a new ebay stealth account. If i sell something on a auction site other than ebay, will they still hold my funds? I want to start a dropship business, but i can't pay the dropshipper if paypal holds the funds.

PayPal themselves can put holds on funds, so yes they can still have holds
