permanently limited... but still getting emails from paypal?

I'm getting emails form paypal saying "reminder, your account will be limited until we hear from you" ..

When I log in, it says im permanently limited. I get these emails maybe once a month.

Why do they keep sending me them?

Does this happen to you too?

Just paypal and their stupid inefficient system.
