My paypal is limited with $240 of my money
 

I cannot believe they reversed the payments I had already transferred to the bank. They are asking for everything.. photo id, invoices ect. How do I go about getting my money back?. It's at $600 but there is an item I had not shipped yet. What could have caused this? I am an ebay seller. Was it my items?. Thanks.

Youll need to provide a lot more info than that in order to get assistance.
For starters - How old is the account? What type of items are you selling?

I was limited right after selling a $400 phone that has a possible lock on it. I sold it as Lock status unknown and normally this isn't a problem,

These are against policy to sell as straight up locked however it was listed as unknown and selling these this way had not raised any flags

The notice I got said nothing in regards to selling a locked phone. It said
atypical account activity. I recently cleared my browsing history but not my cookies. could this had caused it?.

You sold a cellphone. That's pretty much it.
You saying it did not raise any red flags is simply wrong - it obviously did. By your own words the item you sold is not allowed on ebay not to mention a cellphone in itself is a very high risk item.
And the notice you got wouldnt bother mentioning the reason for the situation. The atypical account activity was you selling that item. Even the notice they sent you points to that.
Out of curiosity - how old was the account? how many items have you sold on it before? what type of items have you sold on it before?

I wish when I get limited they only have $600 of my money.

If you only sell phones, then expect this to be a regular occurrence. A cost of doing business.

I have seen many cases where pp has asked a lot of info on a limited account then a user provides all the info and the reinstatement is still denied. Could be the case with risky electronics...

Technically speaking yes.
But unless he already has his real bank account attached to it he would need to do so later on. Not sure 'burning' a bank account on it is worth it...

I'd make another account and get the 240$ after 180 days (refund the 400$ one).

Lot of effort to try and get it unlimited and good chance they won't unlimit it anyway. Will of been the 'phone locked' in the title that got you I expect, just because you got away with it a few times it doesn't mean you always will
