Limited paypal account and i can't issue refunds to my clients
 

Hi,

I have contacted paypal several times to open the refund options for me but they refused to do this.

So i have requested from my clients to open disputes so paypal will refund them because the didn't received the services ( I have already sent it but paypal don't know what is going between me and my clients because i have a separated billing system ) .

My question is:

If paypal limited my account and prevented me with the refund option if a clients opened a dispute can i refund him through the case ?

Generally yes, and then you can repay PayPal if any money is owed using a VCC

Paypal removes your ability to refund once they limited your account. Smart thing to do is tell your customers to file for a dispute and Paypal will undergo an investigation and eventually refund the customers because they guaranteed 100%.

you can refund your clients if your account is limited BUT ( if they do not require everything which is the highest limitation level ) means that you are 100% linked to previous limited paypal if you ca not refund and they requesting everything
