I have stealth limited non usa paypal. Will they know the name on my prepaid card if I withdraw it?

No , a prepaid card is a bank account , paypal cannot see information of the bank account other than what you provide which is account and router numbers

Noone can see the name on the card. Moreover, name is not used anywhere during payment processing, so you can specify "ABC XYZ" as your name, and it will work 100%.
