Got paypal limited because of 200/20k, I was afraid to call because of stealth account but had no choice, after waiting for transfer to limited accouts specialist she asked me for ein number needed to upgraid to business account
I gave it to her and matter was resolved in 1 minute

thanks, would like to add that I am located in USA and have good EIN number otherwise it would not work
