If your PayPal limited try this method and its worked for me
 
Hi,

Recently my PayPal got limited and its due to selling an unlocking services on eBay(Some what risky service)
For unavoidable reason some of the unlock codes got delayed and customers open few cases on eBay and my eBay account got suspended after few days also PayPal have limited my account too.

There were more than $600 in the account and one of our senior member gave me an advice to open a case on Better Business Bureau (BBB).

These are steps I did to get my funds back

1). Open a case on BBB using your stealth information on PP and submit all the required info such as email contact numbers etc. also explain in detail why PP holding your funds and why you need your funds back

2). Make sure to close all cases on eBay if there is any if you get the funds to PP via eBay, otherwise PP wont allow you to withdraw funds with open cases

3). Wait for PayPal to respond to your case

4). You will have the opportunity to accept PP solutions or deny it

5). Most probably they will ask you to submit proof of identity, address verification docs. Billing proofs, Bank statements etc.(In my case they asked)

6). PayPal representative will always reply to this case via BBB with an email also a contact number if any case we want to contact them directly

7). I did not submit any docs. Also I did not accept what PP offer me

8). Finally BBB close the case because im not accepting PP solution of sending so many documents(Because I do not have any docs.)

9). After some time (May be 3 weeks later) I've talk to the person who handled my complaint and I told her I need the funds and I'm ready to send the required docs though I do not have any

10). Then she wants to know if any case still open on eBay also she wants to know how im doing the unlock business, basically how to unlock devices via IMEI#, so I told her everything from the beginning

11). She was happy and she allow me to withdraw all my funds to my VBA attached to PP

12). Though I could not get any funds transfer to my VBA I've talk to her and add another online bank and transfer the funds to that one


This method works for me and I hope this will work for you too

There is no "Might" in this....PP has nothing to do with Amazon so that's the wrong part.
