Go to
www.paypal.com and log in to your account.
Click Contact near the bottom of the page.
On the right side of the page, click Call Us. (A one-time passcode will be displayed. It's valid for 1 hour.)
You can also create a permanent Customer Service PIN. here’s how:
Go to
www.paypal.com and log in to your account.
Click Profile near the top of the page.
Select 'My account settings’.
In the Customer Service ID section click Update and follow the on-screen instructions to create a PIN. (You cannot repeat digits or enter strings such as 123456.)

Has anyone received this message before? Is this even worth attempting or should I just start over with a new account? If I do call, I would also love to see if they will let me withdrawal my remaining funds sooner than 45 days.
