Dec 18, 2015 Confirm your credit card Resolve
Dec 18, 2015 Confirm Identity Complete

I has buy AVS VCC from #makavi94 to resolve first step but after add vcc, i get notice from paypal:
We were unable to process your credit card registration at this time. We apologize for the inconvenience. Please try again at a later date.

Pls help me how to complete it?

May be the VCC BIN is banned.Try with another VCC
