Going to need a little more info than that to help you friend.
What exactly prompted this limitation? what were you selling? and are they giving you any options for an appeal? doesnt sound like they are so you might have to call them up.
If they refuse to budge then youll either have to wait 180 days or since this is a large amount of money you might want to consider lawyering up - although it can be tricky if this is a stealth account...

happened to me 2 weeks ago, over 3k in the account. called multiple times and at the end of the day I got the 180 day hold no matter what. had to borrow money to pay my rent this month. was told to appeal on ebay and have not heard back. but it will be done after I cant pay the almost 700 I owe them in fees this month. luckily it was my first stealth account and it lasted almost a year. time to make another one so my family and I are not living on the streets.

In some cases you can try sending refunds and ask those buyers to repay you otherwise.

I don't trust PayPal with anything over 1k. But holy **** man 20k? Ouch. That's all I gotta say

Wow, I too would echo the sentiment of keeping low reserves in your PayPal account. Personally I never jeep any more than $300 in an account at one time. Also another reason to have multiple paypal accounts receiving sales, so you spread out the risk, if possible.

I just found out today from a Rep.. paypal has a new security system in the works.. "to keep us safe" i couldnt even send a payment for vba's using a new card i just added today and confirmed!

Jesus, you should be able to withdraw in 45-90-180 days. But for that high of an amount theyll prob want an ID or something...Best of luck to you.

its in use now.. but i worked my problem out they are trying to tighten things to confirm the user and their location
