if VCC expire, we cannot send payment?
 

first of all my pp account is fully verified, including through phone number, VBA, and VCC. i never had trouble sending money earlier. now i cannot send payment from my paypal balance for purchase/service unless if i send it for "personal payment". Keep in mind the account itself is not limited. there's no notification at all in my email nor in my paypal account itself. I have double checked everything.

I tried to ask around and people told me it's because I need a new VCC. even though it's written in my account that my VCC is still not expired yet but apparently in reality it cannot be used thus I cannot send money from my paypal balance.

To me this is confusing. I've never heard of such case before. We cannot send money from our paypal balance if the VCC expire? basically i need a new credit card and remove my old ones?

anyone? i can buy new VCC but want to confirm. i have double checked everything and today there seems to be no issue at all (yet still cannot send any payment). there's no notification at all about my account get limited so i'm pretty sure it's not limited.

i have money in my paypal balance but i cannot use it for purchase. i can send it though for personal payment. whats happening?

yes james, it's paypal USA. i'll try to explain with full details.

1. my account is phone number, VCC, and VBA verified since months ago
2. there's no limitation at all. i know how limited paypal looks like. -> but i do not get any notification at all. i assume this account is not limited
3. I can send personal payment (tried it) but cannot send payment for service/goods purchase.
4. the message that i received for trying to send payment (non-personal) was something like: "error, we cannot send your payment now". i don't quite remember what was the message but i know there was no explanation at all
5. I bought the VCC and VBA since i created the account and this is the first time i experienced this problem

nevermind guys. the problem is not CC.
