You will need to provide a Tax ID to continue selling on this account this year. If you can't get a tax ID, that request will go away around the beginning of 2017 and you can start selling again then. It's possible for a non-US resident to get a tax ID (in the form of an ITIN) from IRS.gov, but I have no experience with that.
Honestly this is something you should have been aware of before you opened shop on a USA account. Why not use a stealth account for your country, so you don't have to give a USA tax ID?

Paypal automatically generates that TAX id information when you reach some threshold (perhaps you were making more than $1667 per month which extrapolates out to $20,000/year.
That has happened to me on one account, so I'm just going to wait until it resets next year, but I do have a few other stealth accounts going on right now, so having multiple accounts is really a godsend
