Withdraw after 180 days to credit card

I am using stealth italy paypals with vcc withdraw option. My 2 accounts limited for 180 days and wonder if i could withdraw to cc afterward.

You can not withdraw to VISA becouse Your ip adress is Turkey and u can not withdraw money with VPN. I tried too with Turkish VCC

if he used IP Italy he can withdraw to cc, but need know what vcc or cc best for withdraw :)
