Yea, Paypal is down today due to the DDOS attacks, but that has nothing to do with the email delays. Mine have been up to 12 hours delayed, especially emails regarding receiving payments and withdrawing funds.

That's an unrelated issue - paypal is under a DDOS attack.
The issue OP is bringing up is with any sort of notification email sent out by paypal being delayed. Ive seen this too and it is something that has started happening in the last couple of weeks.

mine were delayed but appear to be back to normal last couple of days.

The service to the website is restored.
The delayed email issue is not. At least not for me. Not yet.

Unless you like waiting, send them an email wait a few minutes, refresh your email and you should see the emails from them now if not refresh and select all mail
