High risk seling items

Hello everybody,
I want to register a new ebay and paypal accounts.Can anyone explain to me which items exactly are at high risk.I know it include digital goods, electronics etc.What about branded clothes or jewellery are they also belong to high risk? I heard that a new paypal account can be free from 21 day hold policy if you don't sell branded things
