Please help with paypal and VCC

I have registered new paypal,new email, new adress and also new VCC. But after several days paypal limit my account and asking for Bank statement and sometimes for proof of adress,ID etc.

I was checked BIN of VCC and this belongs to VIETNAM bank but my adress is in Europe.

Can it be that problem ?

Where can i buy EU VCC ?

But how do you think, this is that reason of unmatch countrys with bank and registered adress ?

This happened to me too with a vcc purchased here. It was listed as Vietnam currency and limited my pp immediately. Contacted seller and no response.
