Dutch paypal needed

Is there a way to get a dutch verified paypal account?
I can earn around 500 euro per month that will be on my paypal account.

My personal account has been blocked. I cannot do anything with it anymore because I did earn to much money and they did see me at risk.

Another question: do I get my money that is in my blocked paypal account after a few months on my bank account?
