Who's canceling my orders?
 

Usually when I place an order with Paypal to Target, Walmart, etc, it gets cancelled! Sometimes it's immediately after I place it or sometimes it's a couple hours later. There have even been times where my order had been processed and ready for pickup and then cancelled a few hours after that. Is this Paypal or the merchant canceling the orders??

Its the merchant cancelling them due to a massive amounts of fraud they experience when dealing with orders that use paypal as the payment method.

Is it an unverified account? Are you trying to use an unconfirmed address?

What do you mean by fraud? Is making purchases with a Paypal stealth account considered fraud?

Well yeah, I don't have a credit card attached to any of my Paypal account; just a bank account.

That's most likely why they're cancelling the orders. Big merchants like that are going to require you have any orders shipped to your confirmed Paypal address. You should try adding a VCC to confirm your address, and see if it works then.
