Because, someone paid 400 dollars into my non US paypal, and its not letting me refund, its saying I have insufficent funds and cant issue the refund,

Ah, that makes more sense. Just call USA Paypal and they will forward your call if necessary.

I doubt it. I really don't think they're going to forward an English speaking customer to a German line or anything like that. USA Paypal would likely be able to resolve the problem for you, since USA Paypal has authority over Paypal programs in foreign countries.

All you can do is give it a shot..
